Power is not expected to be restored to a large area of Goulburn and district until 3pm.
Essential Energy crews had identified that local fauna had caused the outage, prompting a powerline to fall into the Mulwaree River, South Eastern operations manager, Darren Basterfield said.
Essential Energy is working with the SES on site to remove the powerline from the river," he said.
"Due to the difficult ground conditions a new estimated time of restoration has been set for 3pm this afternoon," he said.
"Essential Energy would like to thank the community for their patience."
Asked about a series of power outages in the Goulburn region in recent months, Mr Basterfield said Essential Energy took its responsibility to provide a reliable power supply seriously.
"(We are) and mindful of the inconvenience any power outage can cause our customers," he said.
"Essential Energy is continuing to work south of Goulburn towards Collector to improve the reliability and safety of the local electricity network. This includes a major maintenance improvement project which will be undertaken throughout August to December."

Essential Energy anticipates power will be restored to almost 700 Goulburn and district homes by 11.30am Tuesday.
Operations Manager, South Eastern, Darren Basterfield confirmed that a power outage affected 698 houses at Run-O-Waters and a large area stretching west to Mummel, Pomeroy and over to Yarra, Parkesbourne Breadalbane and Collector.
Power was cut just after 2am Tuesday.
Mr Basterfield said network protection equipment activated after detecting a fault on the high voltage electricity network.
"Attending crews have identified damaged powerlines in the vicinity of Mary Street, Goulburn and are working to repair the network and restore supply to customers as quickly as safety allows," he said.
The provider hopes to restore electricity by 11.30am, weather permitting.
