Inspector Matt Hinton said Police Rescue were called to Windellama Road, near the Bullamalita Road junction at 9.20pm Friday after two vehicles had become stuck on a flooded causeway.
A man who had been driving a Toyota Camry was able to walk free from his vehicle, as were three British backpackers, driving a campervan. They walked to police rescue officers "in knee-deep water."
"Police were (also) very busy with road closures and assisting residents and the SES with water inundation in yards, garages and houses," Inspector Hinton said.
"It was a great effort by the SES to clean up a lot of the jobs within 24 hours."
Water rose quickly in some Goulburn streets, particularly in the city's south, catching motorists out.
SES crews attended 75 call-outs across the 24 hours, Argyle cluster commander Robert Bell told The Post on Saturday. Many of these were for water inundation in homes but there were also several flood rescues.
