"Goulburn communities have been putting a lot of time and energy into perfecting their performances while preparing their traditional and contemporary colourful garments," Mr Gunn said.
"Sydney and Canberra groups had also hoped to return to the very popular Goulburn festival.
"Much prepartion goes into organising performances, stage, lights and sound as well as the many food and market stalls."
Goulburn Multicultural Centre (GMC) staff and Goulburn Mulwaree Council work closely together to make the festival a highlight of the annual Goulburn calendar.
GMC manager Heni Hardi also received comments from people who were disappointed that the event was unable to run.
"I have been contacted by many people who were looking forward to attending and participating in the festival, particularly after such a hard year with COVID.
"However, people are still somewhat concerned about the current situation and that there are still some complications in organising such a large event."
There is some good news though, with the annual Harmony Day in Park on Monday, March 21 still scheduled to go ahead.
The event features performances and multicultural food prepared by the local communities.
It is free and everyone is welcome.
