* A report commissioned by the state's health department found mental health patients had their human rights violated
* Victims were allegedly subjected to traumatic incidents while undergoing mandatory mental health treatment including seclusion and restraint and coercive measures such as the use of induced comas

MENTAL HEALTH ROYAL COMMISSION
* The Royal Commission into Victoria's Mental Health System was promised during the 2018 election
* It was established in 2019 and ended in 2021
* There were 65 recommendations in its final report and nine recommendations in its interim report
* Work is under way to fulfil 90 per cent of the inquiry's recommendations
* Critics argued the inquiry did not completely address the full extent of human rights violations and harms inflicted
GOVERNMENT RESPONSES TO LATEST REPORT
* Following consultation between the Victorian Mental Illness Awareness Council and then mental health minister James Merlino, the Department of Health commissioned a report
* Human rights consultant Simon Katterl led the project and wrote a briefing to now Mental Health Minister Gabrielle Williams in July 2022
* Almost one year later, Premier Daniel Andrews said he was not across the report and referred questions to Ms Williams, who declined to comment
* The Mental Health Complaints Commissioner also declined to comment
* The Department of Health said it established an advisory group to consider options for acknowledging people's experiences after the royal commission
