Footage posted to social media shows the man free climbing the building without a harness near Elizabeth St and A'Beckett St.
The man was met at the top of the building by emergency services and later seen walking with police in handcuffs.
It's believed the building is about 55-storeys high.
Emergency services were called to A'Beckett St about 7.30am following reports of a man climbing a building with no safety equipment.
A 29-year-old man from Newry, Gippsland, was escorted by police from the top of the building about 8.20am and was assisting police with their enquiries, a Victoria Police spokesperson said.
A second man who was filming the stunt on a drone was also spoken to by police and is expected to be interviewed at a later date.
No one was injured during the incident, the spokesperson said.
Free climbing involves ascending without the use of aids but safety equipment is permitted in case of a fall.
More to come.
