Goulburn Mayor Paul Stephenson said he was pleased the city was commemorating Goulburn's orphans through a memorial garden that will be enjoyed by everyone in the community.
"It will provide a place for residents to recognise Goulburn's local history while enjoying the ambience of a memorial garden," he said.
The suggestion to commemorate the memory of the Goulburn orphans developed when the Australian Government Senate Community Affairs References Committee conducted an inquiry into children in institutional care.
