A council spokesman said water to all homes and institutions affected by the main break was restored at 3pm.
Update Thursday 2.30pm
Wollondilly Public School is without water as a result of the mains break.
The school posted the impact on social media and asked parents to pick up their children if they were able to do so.
"If you are not working and are able to pick up your children we would really appreciate it," the 12.30pm post stated.
"For the children who will be on the site we will provide bottled water and port-a-loos and/ or visits to Goulburn High, for the rest of the afternoon. Thank you for your understanding with this."
The nearby Crescent School has not been affected.
Thursday noon
Council workers are on the scene of a water main break in Goulburn.
Residents reported water gushing down the street after the main ruptured at about 11.30am Thursday.
The council's utilities director said workers were now isolating and repairing the break, which occurred in the middle of the road.
"Mains break all the time," she said.
"We don't like it happening but when it does we try to isolate it and fix it as quickly as possible."
She said it was difficult to estimate how much water was lost.
The council will also assess any damage to the road and footpaths as a result.
Resident Dan Strickland reported that the road had "buckled."
